Department of
Defense / Defense and Finance Accounting Service
We completed the rapid application development of the GAFS-R
Data Mart and are currently taking it into production.
The GAFS-R Data Mart was built on the mid-tier environment, using Oracle
data mart development tools and the Oracle database management system.
The data mart receives daily and monthly updates from a wide variety of
DoD finance and accounting systems, performs detailed reconciliations of detail
to summary data sources, performs complex transformations of line-of-accounting
transaction data into US Standard General Ledger trial balance data, and
provides the data repository and infrastructure to generate reports, outgoing
interfaces, and highly intuitive ad-hoc query capabilities.
Prior to this development, Maverick developed a prototype
client/server system based on an Oracle database to automate the DFAS-DE manual
spread sheets currently used to accomplish Working Capital Funds (WCF)
departmental reporting to the Treasury, DFAS Headquarters and WCF business area
managers. This system automated the
production of the SF133 (Report on Budget Execution) and SF1307 (Defense Working
Capital Fund Accounting Report). The
WCF prototype subsequently became the basis for the Journal Voucher and
Reporting module of the GAFS-R application software.
As part of these projects Maverick also successfully
produced the full range of Systems Lifecycle documentation, including
System/subsystem Design Description, Software User Manual, Software Input/Output
Manual, installation procedures, Monthly Activity Reports, and Test Plans and
Scripts, and was commended by the DFAS CIO/BOE council for meeting a highly
aggressive documentation deliverable schedule met by few other systems in
development.
The GAFS-R system Maverick developed for DFAS was recently assessed by the Joint Interoperability Test Command and found to be both Operationally Effective and compliant with relevant Federal Financial Management Requirements. Because the system was designed to be highly flexible and adaptable to changing reporting requirements, we believe it is likely to be capable of meeting your requirements without extensive modifications.
Some of the GAFS-R features are:
· GAFS-R has a sophisticated multi-level matrix-based security system with password expiration.
· GAFS-R is designed around a flexible “star-schema” dimensional data model. It is capable of tracking funds at the detailed line of accounting level and below, and to present data to the users summarized in a variety of multi-leveled hierarchies.
· GAFS-R has a robust Journal Voucher capability (both automated and manual online entry), including the ability to upload vouchers created offline.
· GAFS-R is designed to record data by at a very detailed contract line item level, and is able to efficiently drill high-level reports down to individual supporting transactions at the Document number level.
· Using the latest Oracle Warehouse Builder technology, Maverick has rapidly created dozens of incoming and outgoing interfaces to GAFS-R.
· GAFS-R employs leading-edge features of Oracle 9i, including a sophisticated partition exchange database update strategy, to deliver high performance despite storing many years of transaction level data.
· GAFS-R is designed to allow functional accountant users to create and modify a wide variety of standard and ad-hoc financial reports without programmer intervention.
